Sure is warning of temporarily reduced mobile coverage around former Airtel sites as its Jersey network upgrade moves into live engineering work. The programme combines the former Airtel and Sure estates, retires 3G from August and prepares for a phased 5G introduction later in 2026, making legacy devices and untested mobile backups the immediate business risk.
The disruption is local. The programme behind it is not. Sure is consolidating the former Airtel and Sure estates, has completed its core-network migration programme (the central systems that route mobile traffic), is switching off third-generation (3G) mobile service from August, and says 5G, or fifth-generation mobile service, will arrive in phases later in 2026.
For organisations using mobile as an internet backup, staff communications channel or connection for field equipment, this isn’t a faster-phone story. It is a compatibility and continuity exercise while the network changes underneath them.
Executive summary: Sure says most modern 4G (fourth-generation) and 5G handsets should continue working if 4G/5G and Voice over LTE (VoLTE, voice calls carried over 4G) are enabled. The exposure is in older handsets, undocumented mobile routers, alarms, trackers and monitoring equipment that rely on 3G, as well as failover arrangements that switch to a backup connection and have never been tested away from their usual mobile site.
The live work is concentrated, but the change is not
Sure’s published Jersey schedule identifies former Airtel sites around Trinity Hill on 17–18 August, Route de Beaumont in St Peter on 19–20 August, and Rue des Prés Trading Estate, Longueville and Plat Douet Road in St Saviour on 21–22 August. The currently scheduled 23–24 August work is around Victoria Village and Maufant. Further activity is listed for Rozel Manor and Fliquet on 26–27 August, followed by Les Landes and Le Mont des Vignes on 28–29 August.
That location detail matters. A mobile-site upgrade will not necessarily produce a complete outage, but reduced local coverage is enough to expose a weak resilience plan. A retail terminal on one mobile router, a care provider’s lone tracking device, or an office with a single cellular backup may work perfectly well most days—and fail when it is actually needed.
Sure says emergency calling will not be affected by its wider migration activity. That is not a promise that every business device will stay connected during planned engineering. Emergency access and ordinary application availability are different things.
This is a network consolidation, not an instant 5G launch
Sure began its core migration on 10 July and said the phased programme ran through to 14 August. It presents the next work as the foundation for stronger coverage, greater capacity and a phased 5G introduction later this year. The sequence involves replacing and integrating radio equipment, sites and the core network before a new generation of service can be delivered consistently.
Don’t read this as a launch-day 5G event. Sure has not published an island-wide Jersey 5G go-live date or a detailed live-5G coverage map. A compatible handset should not be expected to show 5G as soon as 3G disappears. Sure’s guidance says 5G depends on compatible hardware, a supporting plan and being within an enabled coverage area.
The company says combining Airtel and Sure networks will allow it to remove duplicated infrastructure, reducing site numbers by around a third. That may be more efficient, but it sets a clear test for the resulting network: fewer duplicated sites are an improvement only if coverage, capacity and cell handover—the transfer of a connection between mobile sites—are properly validated in the island’s awkward areas, not just population centres.
Jersey’s Government expects both Sure and JT to contribute to island-wide 5G availability, and says it has convened a 3G Sunset Working Group involving operators and critical national infrastructure providers. Retiring an older radio technology reaches well beyond personal phones.
3G retirement is where legacy equipment becomes visible
Sure says its 3G switch-off begins from August as the new network is prepared. Its replacement network will use 2G, 4G and 5G rather than 3G. The timing is expressed as a phased period, not a single island-wide cut-off, so businesses should not plan around an assumed overnight deadline.
There are three distinct cases:
- 4G- and 5G-capable phones and routers: Sure says these should continue to work, but administrators should confirm that the equipment is configured to use 4G or 5G and that VoLTE is enabled where supported.
- Devices with 2G, 3G and 4G support: these should be moved away from a forced 3G setting. They should retain ordinary service on 4G, while 2G remains a fallback for basic use.
- 3G-only equipment: this is the real retirement case. It will no longer be able to use the network once the relevant 3G service is withdrawn.
VoLTE carries voice calls over 4G rather than dropping them back to an older radio layer, or network technology. It can look like a minor handset setting, but it matters after 3G retirement. A phone may have working mobile data yet behave unreliably for voice calls if its supported calling configuration has not been checked.
Sure specifically flags non-phone equipment such as alarms, trackers and monitoring devices. Read that list broadly. Include payment-resilience routers, lift and building telemetry, lone-worker devices, vehicle trackers, environmental sensors, access-control gateways and any managed appliance with a SIM card (subscriber identity module). The awkward devices are often outside IT’s ownership, which is exactly why they get missed.
What to check this week
- Build a cellular asset list. Record every SIM-backed device, its owner, physical location, carrier, model and network capability. Do not rely on the mobile-phone estate alone.
- Check SIM replacement notices. Sure says only some former Airtel SIMs need replacing and that affected customers are being contacted. A replacement is free, but business equipment still needs activation and a controlled change window.
- Confirm 4G, 5G and VoLTE settings. Test an actual outbound and inbound call, mobile data session and SMS where those functions matter. A settings screenshot is not evidence of a working service.
- Test failover during a working day. Force the primary circuit down where it is safe to do so, then check that the cellular connection supports the services it is meant to protect: VPN (virtual private network) access, card payments, cloud telephony or critical software-as-a-service (SaaS) access.
- Ask suppliers about embedded devices. An alarm or telemetry provider may own the communications module, but the operational risk remains with the customer if it falls back to unusable 2G data or cannot connect at all.
The important measure is continuity, not the speed-test headline
Sure’s claims of improved coverage, performance and capacity need to be judged as the site programme progresses. They are objectives, not independently demonstrated Jersey-wide results. For businesses, the useful test is simpler: do calls complete, do roaming staff remain reachable, does mobile backup behave predictably, and have local black spots merely moved as duplicate infrastructure is removed?
It is also worth separating resilience from redundancy. A 4G/5G backup route on the same operator’s radio estate has value, but it is not full independence from that operator. Sites with higher continuity requirements should understand which services share power, backhaul—the network links connecting sites—physical location or provider exposure, then consider a genuinely separate path where the consequence justifies it.
Jersey’s telecoms security framework puts the same point in regulatory terms: resilient communications are a service-design issue, not simply a matter of buying newer handsets.
For consumers, the likely outcome is uneventful: a modern phone should carry on using 4G, then connect to 5G where and when Sure enables it. Business and public-service users need a more deliberate response. Audit legacy endpoints now, validate voice and data behaviour, and use the current site work to test whether mobile continuity plans work outside a spreadsheet.
The broader direction is towards the infrastructure ambition behind Jersey’s digital edge. But 5G is the later benefit. The immediate job is making sure the island does not discover its remaining 3G dependencies only after they stop connecting.
